LEAD CLEARANCE TECHNICIAN TRAINING COURSE

This a 12-hour Lead Clearance Technician training course required by the Ohio Department of Health to apply for a Lead Clearance Technician license.

The purpose of this course is to equip Clearance Technicians with the specialized skills necessary to conduct accurate and defensible residential lead clearance examinations for dust wipes only, in NON-abatement jobs. Course follows EPA curriculum and is customized to Ohio regulations.

This two-day class (6 hours per day) allows you to perform clearance reports for NON-abatement jobs (no poisoned child involved/non lead hazard control order in effect). You learn to take dust wipe samples only.

It does NOT allow you to test paint or soil.

Clearance Technicians may only do a clearance after non abatement jobs, such as renovations for the general improvement of the property, or residential rental unit maintenance to prevent poisoning. Clearance examinations are also needed by landlords to determine lead-safe rental property registries required by some mandatory city and voluntary state rules.

COURSE TOPICS

History of lead use, sources of environmental lead contamination, development of sampling strategies, lead-based paint sampling and analysis, clearance report generation, testing of other media for lead contamination, Ohio Department of Health rules, EPA/HUD regulations, , disclosure requirements.

WHO SHOULD ATTEND

Persons who wish to serve landlords trying to show lead–safe status of rental properties for city ordinances such as those recently passed by the Cities of Cleveland and Toledo. After rental property maintenance practices have been performed by a RRP trained, EPA certified renovator, OR an Ohio Licensed Abatement Contractor or Project Designer,  a Clearance Technician will perform a lead clearance and issue a report.

Clearance Technician scope of practice.

1) A Clearance Technician is licensed to perform clearance examinations on non-abatement lead projects ONLY.

2) A Clearance Technician shall not design, perform, prepare, or provide advice on:

  1. a) Lead inspections;
  2. b) Lead-based paint sampling;
  3. c) Lead risk assessments, lead hazard screen risk assessments, or other lead assessment activities;
  4. d) Lead abatement projects;
  5. e) Pre-abatement plans for designed abatement projects;
  6. f) Specifications for a lead abatement project; or
  7. g) Lead abatement activities.

3) A Clearance Technician shall not perform a clearance examination at a residential unit, child care facility or school for the purpose of determining compliance with a lead hazard control order issued pursuant to rule 3701-3009 of the Administrative Code.

FREQUENTLY ASKED QUESTION:  Can a licensed Clearance Technician conduct limited testing, screening, surveying, or evaluation for the presence of lead-based paint or lead based paint hazards?

No.  Clearance Technicians are licensed to perform clearance examinations on non-abatement projects only.  They cannot collect samples for limited testing, screening, surveying or evaluation of a property.

You must attend the whole class, any time missed must be made up before certificate can be issued.  You must also pass a written exam for issuance of a certificate.

Certificates are usually mailed within a week of the course completion.  Please contact the office if you need a copy of your certificate sooner.

Lead Clearance Technician Licenses are issued to the individual, not to a company.  Application fee to the State of Ohio for the Lead Clearance Technician License: $250.00

You must sit for a third party exam after applying for your license:  $70.00

The license is good for two years.  To renew your license, you must apply to the State of Ohio and pay the $250 application fee.  A refresher training course is required every 4 years.

You must take a refresher course within your two year licensure period in order to renew your lead license.  Failure to do so will result in increased State application fees and if not renewed quickly enough, you will be required to repeat the 40 hours of initial training.

RESERVATION CANCELLATION:

Cancellation out of a training class by a registrant will be subject to the following:

Cancellation at least 7 days before the first day of the training class will entitle the registrant to a full refund of all paid training class fees.

Cancellation 6 days or less, but before the first day of the training class will result in a refund of all paid class fees less a 50% penalty.

Cancellation on or after the first day of the training class, will result in no refund.

Cancellation Penalties are Waived if you Reschedule into a Future Training Class
